Historians who study preindustrial Europe have used the records to establish a series of categories of crime and to quantify indictments that were issued over a given number of years.

The two, he argued, form a symbiotic union in which religious feelings are often applied to racial issues and racial problems are often projected onto a metaphysical plane.

Even the "radical" critiques of this mainstream research model, such as the critique developed in Divided Society, attach the issue of ethnic assimilation too mechanically to factors of economic and social mobility and are thus unable to illuminate the cultural subordination of Puerto Ricans as a colonial minority.

The United States will also push for more accountability from the aid recipient countries. Paul Reid, senior advisor to the Office of the Under Secretary of State for Economic, Business and Agricultural Affairs, said it makes no sense to ramp up aid levels if the serious issue of weak governance isn't addressed. "We will pursue smarter ways to provide more and better aid. But we will do so with the knowledge that more money alone is not the answer, and may well prove to be counter-productive for those nations that lack adequate governance and capacity to effectively utilize that aid," he said.

That makes it a highly divisive issue in a nation where the political fight over abortion is still intense.

Some prominent Republicans, including former First Lady Nancy Reagan, have called on President Bush to ease restrictions on federal funding for more embryonic stem cell lines. Former President Ronald Reagan died last year after a long battle with Alzheimer's. His son, Ron Jr., made stem cells an issue in last year's presidential campaign with a speech at the Democratic National Convention.

But at a news briefing here, State Department Spokesman Richard Boucher said the issue was by no means closed, and that the investigation would be thorough and open. "The fact that we continue to say these things every day is because we are transparent about this, because we are up-front about this," he said. "We'll continue to be up-front about this. What will satisfy people in the field, I don't know for sure. All I know is that we'll be true to American principle. We will respect other religions. We will find and punish any errors and mistakes that occurred and we'll do it all in a transparent manner."

"The celebrations of the 60th anniversary of Victory in Europe day will be more ceremonial, and, of course, it will be more a public relations show, more a propaganda event, for [President] Putin to demonstrate his popularity among Western leaders," he explained. "It reflects the growing role that China has been playing in Asia, globally, at the United Nations as a U.N. Security Council member, on many, many world issues. And we have over the past several years, I think, been able to enhance our cooperation with China on many of these issues, whether it's North Korea, the fight against terrorism. We need to work with them in Sudan. All these things," Mr. Boucher says.

"While there have been some statements that indicate a commitment to the six-party process, we still do not have a clear commitment from the North Koreans to come back to talks or a date that they would come back to talks. So the Chinese continue to work these issues," Mr. Boucher says. "We're continuing to keep in touch with them and other parties."

Mr. Boucher reiterated the United States' readiness to return to the talks without preconditions. He said North Korea should similarly be open to serious discussions to resolve the issues of its nuclear program and to "end its international isolation."

"The only practical way of addressing the water crisis is through consolidation of civil society and the creation of a legally binding mechanism for resolving all water-related issues," he said. "The women had identified such needs as the need for firewood, which is the main source of energy in the rural areas, the need for food, the need for clean drinking water, the need for building materials," she explained. "As you can see, all of those are fruits of the land. At that time also there was soil erosion because of deforestation of the upstream, especially up on the mountains. So I got this idea almost in passing that if we planted the trees we would be able to address some of these needs that the women had and we would be able to stabilize the soil. We started that way, but eventually it moved to other areas. It moved to issues of democracy, issues of human rights, women's rights, issues of peace. But initially it was a very basic activity of meeting the needs of rural women."

The rare Saturday morning meeting in the Oval Office was originally planned as a courtesy call, a chance for President Musharraf to congratulate President Bush on his re-election. In the Democratic radio address, Senator Kerry focused more on domestic issues, with an appeal targeted to women voters, who traditionally back Democratic candidates.

From illegal immigration to the outsourcing of jobs, the candidates sparred on issue after issue. On taxes, President Bush characterized his opponent as a tax-hiking liberal. The president says his own tax plan has brought relief to middle-income families, and has helped to turn around a poor economy.

This debate focused on domestic issues, but touched on terrorism, homeland security, and American troop deployment. Mr. Kerry has proposed expanding the military by two active-duty divisions. Mr. Kerry accused the president of showing "bad judgment," and said American forces are "overextended." The Democrat renewed his charge that the Bush Administration failed to build an international alliance. "The most important thing to relieve the pressure on all of our armed forces is frankly to run a foreign policy that recognizes that America is strongest when we are working with real alliances," he said.

This debate was held in Arizona, where illegal immigration is an issue. Both candidates endorse a temporary-worker program for foreign nationals. Mr. Kerry would also legalize the status of long-term residents who entered the United States illegally. Mr. Bush opposes that."I don't believe we ought to have amnesty. I don't think we ought to reward illegal behavior," stated President Bush. "There are plenty of people standing in line to become a citizen, and we ought not to crowd these people ahead of them in line."

At a political rally in the Midwest state of Missouri, the Republican president continued a familiar theme of his campaign: that Senator Kerry is a so-called flip-flopper on national security issues who changes his opinion to take whatever view is most politically opportune."Several of his statements just don't pass the credibility test," he said. "With a straight face, he said, I've only had one position on Iraq. He must think we've been on another planet. In the spring of 2003, as I ordered the invasion of Iraq, Senator Kerry said it was the right decision. Now he says it is the wrong war."

Independent analyst Stuart Rothenberg says on that issue, Senator Kerry may have scored some points."People who went in watching this debate with the assumption that the president would come off much better on national security may have seen the candidates pretty evenly matched and might have said, 'Whoa, Senator John Kerry looks pretty resolute, maybe I ought to give him another look'," he said.

The situation in Iraq has become a major issue in the U.S. presidential campaign. And the Sunday morning news programs also featured the comments of key advisors to Democratic presidential nominee John Kerry. On Meet the Press, former Secretary of State Madeleine Albright said the situation in Iraq is much more difficult than the Bush administration is willing to admit. She said in order for there to be elections in January, U.N. officials in that country, who are making preparations for the balloting, have to feel secure.

Speaking on the ABC television program, This Week, Mr. Powell said the international community must insist that Iran declare its full nuclear intent. "At what point do we say to the Iranians that this [nuclear issue] is now a matter for the entire United Nations Security Council to deal with?" he asked. "The Iranians are under enormous pressure, and every day or so they say, 'It [the nuclear program] is only peaceful, and we are willing to give assurances.' We [the United States] are the ones who called attention to this problem and said that the international community has to do something about it."

Asked if the United States would consider a military strike against Iran's nuclear facilities, National Security Advisor Condoleezza Rice said President Bush is not ruling out any possible courses of action. But, also speaking on CNN's Late Edition, she stressed that the administration wants to resolve the issue peacefully."We believe that this is something that is best resolved by diplomatic means, and that can be resolved by diplomatic means. The world is united in saying to the Iranians that it is not acceptable for them, under cover of a civilian nuclear program, to engage in activities that might allow them to build a military program," she added.

She took note of U.S. efforts to bring the issue before the United Nations, and work with the world community to get aid into Darfur and bring the violence to an end.

The U.S. administration is warning Iran against pursuing a nuclear weapons program, which it calls a threat to international security. But Washington and its European allies differ on how best to pressure Iran to stop. U.S. officials say Iran is pursuing a nuclear weapons program and must be stopped. "We cannot let Iran, a leading sponsor of international terrorism, acquire nuclear weapons and the means to deliver them to Europe, most of central Asia and the Middle East, or beyond," said John Bolton, the top State Department official on arms control and security issues. "Without serious, concerted, immediate intervention by the international community, Iran will be well on the road to doing so."

Against the backdrop of the war on terrorism, concerns over Iran's secrecy about its nuclear program have accelerated. In June, the U.N.'s nuclear monitoring agency issued a statement deploring Iran's shortcomings in its cooperation with IAEA inspections. The U.S. administration argues that Iran has for too long misled the IAEA about its nuclear program and needs tougher action that only the United Nations Security Council could deliver. Iran expert Ray Takeyh of the Council on Foreign Relations warns that achieving a consensus among the permanent members of the Security Council for sanctions would be difficult. "The sanction that would count is an oil embargo," he said. "There's no chance the security council is going to invoke that at a time when China is becoming ever more dependent on Middle East energy supply."

But the State Department does much more than issue visas, and Thursday's congressional hearing focused on the larger subject of American diplomacy and the war on terrorism. "It is abundantly clear that the credibility and reputation of the United States is at an all-time low internationally and, particularly in the Muslim world," said Democratic New Jersey Representative Bob Menendez. "To lead in the fight against terrorism, we must regain our credibility and our reputation. To win that fight, we must also win a tough battle for the hearts and minds of the Muslim world."

Foreign policy issues, including the situation in Iraq, figured prominently in speeches during the third day of the Democratic national convention in Boston.

Political conventions have for decades provided politicians and others an opportunity to voice their feelings about a range of issues, domestic and foreign. However, foreign policy plays a particularly prominent role this year, because national security has become unusually important in American politics in the aftermath of the 2001 terrorist attacks.

From the continuing military and security struggles in Iraq, to the situation in Sudan, many have tried to highlight issues that otherwise might be submerged amid talk about the economy, health care, education and other things.

Congressman Joe Hoeffel, who is running for a key Senate seat in the [Eastern] state of Pennsylvania, listed bloodshed and human rights violations in Sudan among issues he says a Kerry administration can be expected to aggressively deal with: "The fierce urgency of now, demands that we respond to the genocide, rape and murder in the Sudan," he said.

Senator Kerry, who voted for a congressional resolution authorizing military action in Iraq, is expected to address these issues again on Thursday as he accepts the Democratic nomination for President.

Secretary of State Colin Powell says it is increasingly likely that the issue of Iran's nuclear program will have to be referred to the U.N. Security Council for possible sanctions. Speaking to reporters in Kuwait, the latest stop on his trip to the Middle East, Mr. Powell said Iran's latest nuclear moves are troubling.

The Bush administration has long held that Iran has a covert nuclear-weapons program. But it has refrained from taking the issue to the U.N. Security Council, hoping that pressure from key European allies, Russia and the International Atomic Energy Agency will persuade Tehran to change course.

In a talk with reporters traveling with him in Kuwait, Mr. Powell made clear that U.S. patience on the issue is running out, saying "it is more and more likely" that the matter will have to be referred to the Security Council.

On Tuesday, the Sudanese Embassy in Washington issued an angry statement accusing the Justice and Equality Movement of plotting with another eastern-based rebel group called Beja Congress to bring down the government in Khartoum.
