The decision to raise troop levels reflects on going concerns about security ahead of elections scheduled for January 30, and whether parts of the country engulfed in insurgency will be secure in time for the voting. Defense Secretary Rumsfeld has raised the possibility that some areas of Iraq may not be safe enough to ensure voting can take place. But there is also concern that if Iraq's Sunni minority do not take part in the vote or see the election as illegitimate, the insurgency could grow worse.

In an interview with the French news agency, AFP, Wednesday, Secretary of State Colin Powell said he was disappointed that other nations have not followed the United States' lead in terming the Janjaweed-led campaign in Darfur as genocide. U.S. Energy Secretary Spencer Abraham says he is pleased with the IAEA resolution adopted Saturday calling for Iran to suspend parts of its program that could be used to make nuclear weapons.

"I think that the IAEA board of governors sent a very clear message that Iran must cease its pursuit of nuclear weapons, and answer questions, which the board has raised, and suspend its enrichment activity," he said. "We were very pleased by this consensus, by the closing of whatever gaps existed, in terms of tactical approaches, and we should all expect that Iran should follow the obligation and cooperate fully with the IAEA. The clock is ticking down now on Iran towards the next meeting."

The situation in Iraq has become a major issue in the U.S. presidential campaign. And the Sunday morning news programs also featured the comments of key advisors to Democratic presidential nominee John Kerry. On Meet the Press, former Secretary of State Madeleine Albright said the situation in Iraq is much more difficult than the Bush administration is willing to admit. She said in order for there to be elections in January, U.N. officials in that country, who are making preparations for the balloting, have to feel secure.

"To have a country in the middle of the Middle East with nuclear capacity is almost assuredly going to cause nervousness among other countries and a desire by them to develop nuclear weapons," he said.

He also cites Russia, which has tightened restrictions on the technology and equipment it supplies for Iran's nuclear energy program but would be reluctant to give up the lucrative contracts. European allies still favor a dialogue and negotiations to dissuade Tehran from its nuclear pursuits even though they appear to be losing patience with Iran's defiant behavior. Washington is pushing for a much tougher approach. The next showdown for Iran is the IAEA meeting in September to review its cooperation on inspections of its facilities. But analysts say Iran probably figures it can buy time before tougher action is taken by assuming there will be no dramatic shift in the international community's strategy before the U.S. presidential elections in November.

USE CONSTRUCTIVE CONFRONTATION
Your boss may be more willing to change his behavior than you think. Some managers don't realize how much their words or actions upset staffers. Tell him how his outbursts make you feel. Say for example, When you call me names and criticize my work in meetings I feel demoralized Please address me respectfully and take me aside to discuss criticisms in private. If he values your work, he may rein in his abusiveness.
